ESTHERVILLE LINCOLN CENTRAL COMMUNITY SCHOOLS
March 4, 2013
SCHOOL BOARD MEETING
 
The Estherville Lincoln Central Board of Education held its regular meeting on Monday, March 4, 2013 at 6:30 P.M. in the High School Library.   Board members present were:   Jodie Greig, President; Mike Karels, Vice President; Nancy Anderson, Don Schiltz, Michelle McCoy, Kathy Miller-Cornwall.  Others present were: Tara Paul, Superintendent; Kate Woods, Board Secretary/Treasurer, Frank Christenson; HS Principal, Justin Bouse; Elementary Principal, Deb Lenertz; MS Principal,  Mike Tiedeman- EDN, Ed Funston-KILR, Rick Gebel, Margaret Gebel, Jason Kollasch, Sarah Kollasch, Brad Leonard; Activity Director, Steve Bradburn, Jodie Condon, Gwen Williams, Lesa Paulson, Phoebe Hersom, Lorena Brant, Kristi Funston, Ann Goebel, Becky Domek, Lili Jensen
 
6:30 P.M. – SPECIAL MEETING
 
CALL TO ORDER/ROLL CALL                                              President Greig called the meeting to order at 6:32 p.m.  Board members present were, N. Anderson, McCoy, Karels, Schiltz, Miller-Cornwall. Absent: Schnell
AGENDA APPROVAL                                                            Motion by Karels second by Schiltz to approve the agenda as presented.
Motion carried 6-0.
RECOGNITION OF VISITORS                                               President Greig welcomed all those in attendance and had visitors introduce themselves.
PERSONNEL                                                                           Motion by Karels, second by Schiltz to approve the Personnel items.
                                                                                                                Motion carried 6-0.

3.        Ms. Jeanette Benson, MS SPED Teacher Associate - $8.00/hr.
4.        Ms. Stacie VerMeer, MS SPED Teacher Associate - $8.00/hr.
 
WEEKLY EARLY OUT DISCUSSION                                    President Greig explained that this would be a discussion on the proposed weekly early outs each Wednesday next school year to meet the 36 hour collaboration requirement from the State of Iowa.
                                                                                                Greig stated that this would be a discussion only and a decision would not be made tonight. 
                                                                                                Phoebe Hersom addressed the board with her concerns about the weekly early out causing issues with parent’s work schedules and the ability for some to obtain affordable daycare for those weekly early outs. 
                                                                                                Ms. Hersom stated that some parents already don’t send their children on days when there are early outs.
                                                                                                Lorena Brant addressed the board with her concern for the teacher associates who would be losing those hours every week.
                                                                                                Superintendent Paul presented a PowerPoint and reviewed the state mandate. The principals reviewed the
                                                                                                surveys that were given to the certified staff, indicating a more than 50% approval of the weekly collaboration.  Board member Kathy Miller-Cornwall stated that she believed that the teachers did need the collaboration time, but was not sure this was the best way. She was concerned about the students. Superintendent Paul spoke about the Excel Community Grant that has been applied for that could offset some of the costs associated with the Energizer Plus program that would be run by the RWC and Estherville Library.   The Energizer Plus program would be a program that is offered for students in grades K – 6 after school. It would be a fee based program and would run M-W-F at the RWC and T-Th at the library. 
                                                                                                Gwen Williams questioned whether or not the district would be able to quantify the results of the weekly early outs. 
                                                                                                Suggestions were made about the possibility of using the teacher associates to provide some sort of tutoring program and a survey of parents.
                                                                                               
 
ADJOURNMENT                                                                    Motion by Miller-Cornwall, second by Anderson to adjourn the meeting at 8:47pm. The next regular meeting will be March 18, 2013 at 5:15pm.
