The Estherville Lincoln Central Board of Education held a Regular Meeting on Monday, March 16, 2020 at 5:15pm in the High School Media Center/Library. Board members present were Jeff Soper, Vice President, Sandy Fandel and Gordon Juhl. Others present were: Tara Paul, Superintendent; Kate Woods, Board Secretary/Treasurer, Dave Swartz – EDN, Kyle Steffen, Frank Christenson, Jason Kollasch, Lili Jensen, Melissa Regelstad
Regular Meeting
Call to Order/Roll Call Vice President Soper called the regular meeting to order at 5:15pm. Board members present were Fandel, Juhl. Absent
Condon and Schnell.
Agenda Approval Motion by Juhl, second by Fandel to approve the agenda with the deletion of Ashley Bonner, Asst Softball Coach(delayed until school closure is over) and the addition of Brad Nelson as the new Middle School Principal Hire. Motion carried 3-0.
Public Input None.
Consent Agenda Motion by Fandel, second by Juhl approve the consent agenda as presented. Motion carried 3-0.

Demoney Playground Drainage Update No updates, VP Soper suggested adding a sidewalk from 1st grade pod to playground.
FY 19 Audit Report Motion by Fandel, second by Juhl to approve the FY 19 Audit report as presented.
Motion carried 3-0.
New Business
Budget Guarantee Resolution Superintendent Paul read the following resolution – Resolved, that the Board of Directors of the Estherville Lincoln Central community school district, will levy
Property taxes for fiscal year 2020-21 for the regular
Program budget adjustment as allowed under section
257.14, Code of Iowa. Roll call vote. Ayes – Soper, Fandel, Juhl
Nays – None.
FY 21 Published Budget Superintendent reviewed FY 21 Published Budget scenarios.
Instructional Support Levy Board member Juhl introduced the following resolution – RESOLUTION of Intent
WHEREAS, the Board deems it necessary and desirable to provide additional funding for the Estherville Lincoln Central Community School District; and
WHEREAS, in order to consider participating in an Instructional Support Program, the District must hold a public hearing on the question of participation, setting forth its proposal following publication of the notice of the time and place of such hearing; and
WHEREAS, the Board wishes to set forth in a Resolution its proposal specifying the method and amount to be used to fund the Instructional Support Program, the purposes within the general fund for which the Instructional Support funds will be used, and set a date of public hearing, and direct the Board Secretary to publish notice of the time and place of hearing;
NOW, THEREFORE, be it resolved by the Board of Directors of the Estherville Lincoln Central Community School District, in the County of Emmet, State of Iowa, as follows:
Section 1: That a public hearing on the question of the Estherville Lincoln Central_ Community School District's participation in the Instructional Support Program is hereby set for April 20, 2020 at 5:10 o'clock p.m. in the High School Library/Media Center and the Secretary of the Board is hereby authorized to give notice of the time and place of the public hearing by publishing said notice in the Estherville News, not less than ten (10) nor more than twenty (20) days before the date of the public hearing.
Section 2: At the public hearing the Board will announce the date, no longer than 30 days after the hearing, on which it will take action to adopt a resolution to participate in the Instructional Support Program. At the public hearing the following proposition, as may be modified as a result of discussion and input, shall be considered for inclusion in the resolution to participate in the program, to wit:
The Board of Directors of the Estherville Lincoln Central Community School District in the County of Emmet, State of Iowa, does hereby resolve to participate in the Instructional Support Program for a period of five (5) years, to levy annually, as determined by the Board, an instructional support property tax upon the taxable property within the District, commencing with the levy of property taxes for collection in the fiscal year beginning July 1, 2021, and an instructional support income surtax imposed annually for each budget year, the percent of income surtax not to exceed ten percent (10%), to be imposed upon the state individual income tax of each individual income taxpayer resident in the District on December 31, 2021, and each year thereafter.
The funds thus collected, when combined with Instructional Support State Aid shall not exceed ten percent (10%) of the regular program district cost, including the budget adjustment pursuant to Iowa Code §257.14 for any budget year. Instructional Support Program funds may be used for any general fund purpose.
Section 3: That all resolutions or orders or parts thereof in conflict herewith are hereby repealed to the extent of such conflict. Second by Fandel. Roll call vote: Ayes – Fandel, Juhl, Soper Nays – None.
Set Public Hearing Date for FY 20-21 School Calendar Motion by Fandel, second by Juhl
to set the public hearing date for the FY 20-21 on May 18, 2020 at 5:05pm. Motion carried 3-0.
Adjournment – Motion by Juhl, second by Fandel to adjourn the meeting at 6:01pm. Motion carried 3-0. The next regular meeting will be April 20, 2020 at 5:15pm in the High School Library/Media Center.
