                                                       PUBLIC HEARING/ REGULAR MEETING

The Estherville Lincoln Central Board of Education held a Public Hearing and Regular Meeting on Monday, March 11, 2019 at 5:05pm in the High School Media Center.   Board members present were:  Kathy Cornwall, President,  Dr. Cory Hoyer, Vice President,  Melissa Regelstad, Duane Schnell and Sandy Fandel   Others present were:  Tara Paul, Superintendent; Kate Woods, Board Secretary/Treasurer, Shane Kalous, Brad Leonard, Scott Stokes, David McCaulley,  Ed Funston,  Robyn Swisher, Margaret Evans, Laura Rosendahl, Lois Fraser, Megan Miller, Lisa Schmidt, Lesly Friesner, Nate Hansen, Amy Hansen, Jana Ludwig, Trisha Ingham, Therese Nerem,  Megan Anderson, Kyle Steffen, Kris Weisman, Andrea Love, Beth Wycoff,  Julie Bates, Denise Christensen, Ann Peters, Gordon Juhl, Angela Larson, Marcus Juhl, Christa Klingbeil,  Kieja Evans, Robyn Swisher, Mindy Brechwald, Connie Humble


PUBLIC HEARING FY 20 Budget Hearing – 5:05PM


Call to Order/Roll Call                                                   President Cornwall called the public hearing to order at 5:05pm.   Board                                                                                                    members present were Hoyer, Fandel, Regelstad and Schnell.

Approval of Agenda                                                       Motion by Schnell, second by Regelstad to approve the agenda as                                                                                                             presented.  Motion carried 5-0

Public Input                                                                    None

FY 2020 Published Budget                                            Publication was presented.

Adjourn the Public Hearing                                             Motion by Regelstad, second by Fandel to adjourn the public hearing at                                                                                                    5:06pm.  Motion carried 5-0.

Call to Order/Roll Call                                                  President Cornwall called the public hearing to order at 5:10pm.   Board                                                                                                     members present were Hoyer, Fandel, Regelstad and Schnell.

Approval of Agenda                                                        Motion by Fandel, second by Hoyer to approve the agenda as presented.                                                                                                  Motion carried 5-0.

Public Input                                                                     None

FY 2020 School Calendar                                              Calendar was presented.

Adjourn the Public Hearing                                               Motion by Regelstad, second by Schnell to adjourn the public hearing at                                                                                                   5:11pm.  Motion carried 5-0.

Consent Agenda                                                                  Motion by Hoyer, second by Fandel to approve the consent agenda as presented.                          Motion carried 5-0.

Highlights                                                                              As representatives from the Site Council, Shannon Schiltz and Marcus Juhl asked the board to consider tiling the Demoney playground.

Items for Action/Discussion                                             

2019-20 Published Budget                                                                                     Motion by Schnell, second by Fandel to approve                                                  Certifying the 19-20 Published Budget at a Total tax rate of $16.29532.

Motion carried 5-0.

2019-20 School Calendar                                                  Motion by Fandel, second by Hoyer to approve the 2019-20 School Calendar as approved.

Motion carried 5-0.

Board Policy Series 100-104.3 School District              1st Reading – No Action.

2019-20 HS Course Handbook                                        Motion by Hoyer, second by Schnell to approve the changes to the High School Course Handbook for the 2019-20 academic year. Motion carried 5-0.

2019-20 Custodial Agreement                                          Motion by Schnell second by Hoyer to approve the agreement reached by the Board Negotiations team and the United Food and Commercial Workers Local No. 663.  Total package of 2.28% beginning July 1, 2019.

Special Board Meeting Date                                             Motion by Regelstad, second by Fandel to set Thursday, March 14, 2019 at 12:00 Noon at Central Office to review and accept or reject the recommended demolition bid brought forth after vetting.  Motion carried 5-0. 

President Cornwall announced that the board would be meeting in an exempt sessions as provided in IOWA CODE 20.17(3) for a collective bargaining strategy session following adjournment.


Adjournment – Motion by Schnell, second by Regelstad to adjourn the meeting at 5:59pm.    Motion carried 5-0.  The next regular meeting will be April 15, 2019 at 5:15pm.
