The Estherville Lincoln Central Board of Education held its regular monthly meeting on Monday, March 15, 2021 at 5:15pm in the High School Media Center. Board members present via Zoom were Tony Condon, President; Jeff Soper, Duane Schnell and Sandy Fandel. Others present via Zoom were – Tara Paul, Superintendent; Kate Woods, Board Secretary/Treasurer, Nathan Puhl –KILR, Dave Swartz – EDN, Kathy Foster, Andrea Love, Margaret Evans, Tara Laabs, Jenny Christensen, Brad Nelson, Abby Schacherer, Brad Leonard, Anne Peters, Shane Kalous, Shelly Berning, Trisha Ingham, Jennifer Brookhart, Lili Jensen, Connie Humble, Alyssa Urdahl, Megan Miller, Megan Anderson, Nate Hansen, Beth Wycoff, Robyn Swisher, Kevin Richardson, Amanda Zylstra, Jana, Ludwig,Tara Ries
PUBLIC HEARING FY 22 BUDGET – 5:10PM. Call to Order/Roll Call President Condon called the public hearing to order at 5:10pm. Board members present via Zoom Condon, Fandel, Soper, and Schnell. Absent – Juhl.
Approval of Agenda -Motion by Schnell, second by Soper to approve the agenda as presented. Motion carried 4-0.
Public Input –None. FY 2022 Published Budget. Publication was presented. Adjourn the Public Hearing Motion
by Schnell, second by Soper to adjourn the public hearing at 5:12pm. Motion carried 4-0. REGULAR MEETING-
5:15PM. Call to Order/Roll Call President Condon called the meeting to order at 5:15pm. Board members present
were via Zoom- Condon, Soper, Schnell and Fandel. Agenda Approval Motion by Fandel, second by Soper to
approve the agenda with the addition of Jenny Christensen as the Demoney Instructional Coach. Motion carried 4-0.
Public Input -Jenny Christensen addressed the board regarding the 2021-22proposed Academic Calendar and the
value of Wednesday early outs to students and teachers. Consent Agenda Motion by Schnell, second by Soper to
approve the consent agenda as presented. Motion carried 4-0. Items approved under the consent agenda are as
follows: Minutes from the February 8, 2021 meeting. Bills, Hires – Matthew Schroeder, HS Ag; Mrs. Offie
Walvatne, MS Teacher Associate; Ms. Mindy Griffith, Demoney Secretary; Ms. Mollie Borth, Demoney ELL
Teacher; Mr. Mark Paulson, HS Custodian, Ms. Jenny Christensen, - TLC Instructional Coach. Early Retirements –
Lili Jensen, Librarian; Kathy Houseman, Central Office. Resignations-Bryson McCabe, Health Teacher; Sara West,
ELL; Grant Foster-Thomas, HS English Teacher; Christen Foster-Thomas, MS Science Teacher; Jessica Marshall,
2nd Grade Teacher; Grant Lausen, HS Custodian. Finance Reports, Reports/Information, Administrator reports were
informational. Items for Action/Discussion. Old Business - Board Policy Section 402 Motion by Soper, second
by Fandel to approve Board Policy Section 402 with the recommended changes. Motion carried 4-0.
New Business - Set Public Hearing Date for 2021-22 Academic Calendar, Motion by Fandel, second by Schnell to set the public hearing date and time for the 2021-22 Academic Calendar on April 19, 2021 at 5:10PM. Motion carried 4-0. 2021-22 Published Budget Motion by Soper, second by Fandel to approve the 2021-22 Published Budget as presented with an estimated tax rate of $15.83748. Motion carried 4-0. E-Rate Bid - HS/MS Wireless System. Motion by Schnell, second by Soper to approve the bid from RTI (Riverside) in the amount of $88,801.56 for the Erate Wireless Project and the Mediacom bid of $800/month for internet services. Motion carried 4-0.
Mower Bids - Motion by Schnell, second by Fandel to approve the bid from KC Nielsen in the amount of
$15,825.00 for the John Deere mower for the maintenance department. Motion carried 4-0. The President declared
the Resolution adopted as follows: RESOLUTION FIXING THE DATE FOR A PUBLIC HEARING ON THE
PROPOSED ISSUANCE OF APPROXIMATELY $8,400,000 SCHOOL INFRASTRUCTURE SALES,
SERVICES AND USE TAX REVENUE REFUNDING BONDS.
WHEREAS, the School District receives revenue from the State of Iowa Secure an Advanced Vision for Education Fund ("SAVE Revenue") pursuant to Iowa Code Section 423F.2; and WHEREAS, pursuant to Iowa Code Chapter 423F and an election duly held in accordance therewith on September 10, 2013 approving a revenue purpose statement (the "Revenue Purpose Statement"), the Board of Directors is currently entitled to spend SAVE Revenue for school infrastructure purposes; and WHEREAS, the Board of Directors is in need of funds for the following school infrastructure project: to currently refund the outstanding School Infrastructure Sales, Services and Use Tax Revenue Bonds, Series 2015, dated April 1, 2015, including costs of issuance and a debt service reserve fund if required by the purchaser; and WHEREAS, the Board of Directors has deemed it necessary and advisable that the District issue School Infrastructure Sales, Services and Use Tax Revenue Refunding Bonds, which may be issued in one or more series over multiple fiscal years pursuant to Iowa Code Section 423F.2 and 423E.5, in the approximate amount of $8,400,000 for the purpose of providing funds to currently refund the outstanding School Infrastructure Sales, Services and Use Tax Revenue Bonds, Series 2015, dated April 1, 2015, including costs of issuance and a debt service reserve fund if required by the purchaser. Any bond proceeds remaining after completion of this project will be used for other school infrastructure projects as authorized by the School District's Revenue Purpose Statement; and WHEREAS, before said Bonds may be issued, it is necessary to comply with the provisions of Iowa Code Section 423F.4, and to publish a notice of the time and place of the public hearing on the proposal to issue such Bonds; and WHEREAS, notice of the time and place of a public hearing must be published not less than ten nor more than twenty days before the public hearing in a newspaper having general circulation in the District: NOW, THEREFORE, it is resolved:
A public hearing will be held in the Estherville Lincoln Central High School Library/Media Center, 1520 Central Avenue, Estherville, Iowa, on April 19, 2021, at 5:05 P.M., on the proposal to issue approximately $8,400,000 School Infrastructure Sales, Services and Use Tax Revenue Refunding Bonds, which may be issued in one or more series over multiple fiscal years pursuant to Iowa Code Section 423F.2 and 423E.5, for the purpose of providing funds to currently refund the outstanding School Infrastructure Sales, Services and Use Tax Revenue Bonds, Series 2015, dated April 1, 2015, including costs of issuance and a debt service reserve fund if required by the purchaser. Any bond proceeds remaining after completion of this project will be used for other school infrastructure projects as authorized by the School District's Revenue Purpose Statement. The Secretary is authorized and directed to publish notice of this public hearing in a newspaper having general circulation in the School District. Such publication will be made not less than ten nor more than twenty days ahead of the hearing date, and be in substantially the following form: NOTICE OF PUBLIC HEARING ON THE PROPOSED ISSUANCE OF APPROXIMATELY $8,400,000 SCHOOL INFRASTRUCTURE SALES, SERVICES AND USE TAX REVENUE REFUNDING BONDS Notice is hereby given that the Board of Directors of the Estherville Lincoln Central Community School District, in the Counties of Emmet and Dickinson, State of Iowa, will hold a public hearing upon its proposed issuance of approximately $8,400,000 School Infrastructure Sales, Services and Use Tax Revenue Refunding Bonds, which may be issued in one or more series over multiple fiscal years, pursuant to Iowa Code Section 423F.2 and 423E.5, for the purpose of providing funds to currently refund the outstanding School Infrastructure Sales, Services and Use Tax Revenue Bonds, Series 2015, dated April 1, 2015, including costs of issuance and a debt service reserve fund if required by the purchaser. Any bond proceeds remaining after completion of this project will be used for other school infrastructure projects as authorized by the School District's Revenue Purpose Statement. The hearing will be held in the Estherville Lincoln Central High School Library/Media Center, 1520 Central Avenue, Estherville, Iowa, on April 19, 2021, at 5:05 P.M. PASSED AND APPROVED this 15th day of March, 2021.
Sharing Agreement – College and Career Transition Counselor
Motion by Schnell, second by Fandel to approve the sharing agreement with ILCC, Spencer and Okoboji for a College and Career Transition Counselor. Motion carried 4-0.
Adjournment – Motion by Soper, second by Fandel to adjourn the meeting at 6:13pm. Motion carried 4-0. The next regular meeting will be April 19, 2021 at 5:15pm.
