The Estherville Lincoln Central Board of Education held its regular meeting on Wednesday, January 15, 2014 at 5:15 P.M. in the high school library. Board members present were: Jodie Greig, President; Kathy Miller-Cornwall, Vice President; Duane Schnell, Mike Karels. Others present were: Tara Paul Superintendent, Kate Woods, Board Secretary/Treasurer, Shane Kalous; Elementary Principal, Mike Tiedeman- EDN, Ed Funston-KILR, Don Schiltz, Jason Kollasch, Nathan Essary; Middle School Principal, Andy Umthun, Brad Leonard; Activities Director, Frank Christensen; High School Principal
5:15 – Work Session
CALL TO ORDER/ROLL CALL                                     President Greig called the work session meeting to order at 5:15 p.m. Board members present were, Schnell, Cornwall, Karels. Absent: N. Anderson  
AGENDA APPROVAL                                                       Motion by Karels, second by Schnell to approve the agenda as presented.
Motion carried 4-0.
PIPER JAFFRAY PRESENTATION                                Travis Squires from Piper Jaffray reviewed  possible financing scenarios for future building projects.   He explained the four primary sources available: 1. Cash on hand in the Sales Tax/PPEL funds or any grants or donations specified to the project. 2. PPEL Capital Loan Notes. 3. Sales Tax Revenue Bonds. 4. General Obligation Bonds. He also reviewed the borrowing constraints – Constitutional Debt Limit and Bonding Capacity. PPEL Capital Loan Notes can be issued on the voted PPEL portion of the PPEL Levy. Sales Tax Revenue Bonds can be issued for purposes that were outlined in the Revenue Purpose Statement that was approved by the voters in the District on September 10, 2013.  General Obligation Bonds could also be issued, but this would need to be taken to the voters and receive 60% approval.
                                                                                                Mr. Squires encouraged the board to take care to consider the Districts need to use available resources for ongoing planned expenditures(technology, transportation, maintenance, buy down of levy, etc.) and the size and scope of the project before determining the source of financing.
ADJOURNMENT                                                      Motion by  Karels, second by Schnell, to adjourn the meeting at  6:58p.m.   Motion carried 3-0.
